The admissions team at USC Rossier School of Education will guide you through the entire application process. Please follow these checklists before submitting your application so that we can ensure all required documents are received.
Checklist for U.S. Students
To apply to the USC School of Cinematic Arts as a U.S. student, you must:
- Be a U.S. citizen or permanent resident
- It is essential to have a bachelor’s degree from an accredited institution.
- Have earned at least three years of professional work experience in the film industry

Checklist for International Students
You should also be aware that there are additional requirements for international students. These include:
- Provide proof of English proficiency by submitting one of the following:
- TOEFL (Test of English as a Foreign Language) score of 79 or higher, with subscores in listening, speaking, reading and writing, each at least 24; or
- IELTS (International English Language Testing System) overall band score of 6.5 with no component below 5; or
- PTE Academic overall band score of 58 with no element below 55; or * If you have studied abroad at an institution where English was not the primary language spoken on campus (e.g., China), submit official documentation from your host university stating that they evaluated your level of proficiency in their language assessment system and determined it to be equivalent to an American bachelor’s degree from an accredited college/university
These checklists will help you gather the required documents to apply to the USC Rossier School of Education.
- U.S. and international students: Please use this checklist if you are applying for admission as a graduate student (whether or not you have been admitted before). This checklist includes all the items required for entry, including official transcripts from colleges attended, GRE scores (if applicable), letters of recommendation (if applicable), and other supporting documents that our office may request during the application process.
- Students applying for admission into either the M.S. in Curriculum Studies & Education Policy, MS in Educational Leadership, or M.S. Psychology of Education programs should refer instead to their specific program’s checklist
Fee Waiver Categories
The USC Graduate School offers a variety of fee waivers to students who qualify. These include financial need-based disclaimers, academic merit-based waivers and departmental waivers. In addition, some departments provide departmental releases based on specific criteria.
Financial Need-Based Waivers: The USC Graduate School offers financial need-based fee waivers for U.S. citizens and permanent residents who meet specific requirements (e.g., income levels). To apply for this type of waiver, you must submit an online application form by the deadline indicated in your notification letter from uscgsa@uscmail.uscourtschoolsedu/us majors/grad_admissions_and_financial_aid/waivers/. Suppose our office approves your application after review by our staff members and external reviewers (depending on your field). In that case, we will send you a written email notification with instructions on registering for classes without paying any fees through my USC account management system or Campus Solutions portal before classes begin at each semester start date throughout the academic year.”How to Apply for a Fee Waiver
To apply for a fee waiver, follow these steps:
- Go to the USC Graduate Admissions website.
- Click on the “Apply for Admission” button.
- Click on the “Fee Waiver” button in the right-hand column under “Financial Aid.” This will bring up an application form where you can fill out your information and submit it electronically or print it out and mail it in with other supporting documents (i.e., tax return information).
Fee Waivers

Fees

The admission fee is non-refundable and non-transferable. If you are denied university admission, your payment will not be refunded. If you do not complete the application process or if USC decides not to admit you, no refund will be given for your admission fee.
If USC determines you are eligible for a release, we will automatically waive the application fee when processing your file.
You can also apply for a fee waiver after submitting the Common Application or Coalition Application but before receiving an admission decision from USC. This allows students to be offered admission but should have paid their deposit in time to avoid having their spots reserved by other applicants who paid their promises on time. If USC determines that you are eligible for a waiver, we will automatically waive the application fee when we process your file and make an offer of admission (if applicable).
You may also apply online or by mail if:
- You do not qualify under either category above; or
- Your case presents exceptional circumstances requiring further review; or
- Do you believe there has been some error in processing this request
